I'm pretty sure we've never disallowed system keyspace writes intentionally.
As I mentioned The alternative, when you need to do something manually, is
sstable2json or otherwise manually messing with sstable files. I'd much rather
advise someone to TRUNCATE system.hints, than to get his hands dirty with the
filesystem, to pick a non-hypothetical example.
