Hmm, the problem is with vnodes, we can't really ever know what the largest 
gossip payload will be.  We encode vnodes in binary to be compact, but still 
with a 100 node cluster and 256 vnodes per node, we're way past 64k for a new 
node that needs to receive all the states.
