The patch in CASSANDRA-5155 breaks the node startup if
cassandra-rackdc.properties is not present for nodes using Ec2 and
Ec2MultiRegion snitches as a RuntimeException is thrown in
SnitchProperties.java. I think we should either include an empty
cassandra-rackdc.properties in the package or have the default empty property
being returned on FileNotFoundException. What do you think?
