Pushed https://github.com/jbellis/cassandra/tree/3430-5 with comments and
javadoc updates, and fixed signature of interruptCompactionFor. Also squashed
and rebased to trunk and added logging to see where the delay is coming on
Sylvain's machine (both test suites run in < 10s for me).
