Provide a utility API for client libraries.
The utility API should have minimal dependencies.
Currently client API providers (e.g. Astyanax and Hector) need to use the
cassandra-all library.
This jar has a lot of external transitive dependencies which can lead to
dependency conflicts and deployment problems.
