We could omit the option if we make LZ4 only a fallback if Snappy isn't 
present, but it probably makes more sense to make LZ4 the new default for the 
same reasons we switched to it for sstable compression, in which case we do 
want an option so existing clusters aren't screwed as soon as a new node 
restarts.
