Instead of boolean + override could we just have this?
# may either be "true" or "false" to enable globally, or a set of datacenters
to enable
# hinted_handoff_enabled: true
# hinted_handoff_enabled: {'dc1', 'dc2'}
Requires some string parsing in Config, but is backwards compatible without
adding a two-layer approach of "turn it on, but turn it back off sometimes."
