Add a nodetool repair -remote option that will only repair against nodes
outside of the local data center. The customer wants to be able to repair -pr a
node in a local data center when they know the only valid replicas of data are
in other data centers. They expect this will reduce streaming and OOM errors on
the repairing node. Request is from Apple.
