I cannot reproduce it in 1.2.13. Here are the steps I followed.
1) Download 1.2.13 from http://archive.apache.org/dist/cassandra/1.2.13/
2) Change cassandra.yaml and enable row cache.
row_cache_size_in_mb: 10
3) Start Cassandra.
4) Issue node tool info
