There's been some discussion on CASSANDRA-6283 concerning this. From the
comments:
With our current io implementation on Windows, snapshots won't be deletable as
long as the original sstable is locked. It's going to take a new FileDataInput
based on FileChannel w/jdk7 using the FILE_SHARE_DELETE flag to allow deletion
of hard links while the original file is open.
