As I mentioned in CASSANDRA-5357, it occurred to me that the row cache actually
does cache CQL3 rows, even though the meaning of "row" is different that the
original intent, so maybe it's not worth bothering going into a rename. In
fact, now that we don't cache fully partition necessarily, one could make the
argument that row_cache is kind of better than partition_cache.
