It should come naturally as part of this ticket, but Cassandra also doesn't 
create the directory tree for a snapshot if there aren't actually any sstables 
to snapshot. It isn't a huge deal but Its hard to tell if a snapshot was ever 
taken at all. Creating the directory tree even if it is empty would be 
preferrable.
