on compressed cf's and partial / incrementally improving snapshot clearing on
snapshots where there's memory mapped readers to the original sstables.
I'd rather disallow mmaped i/o on Windows entirely pending making buffered i/o
speed-competitive with mmap (at which point we can drop mmap entirely).
-1 on "snapshot deletion scheduler" band aids.
