Thanks for the feedback. I will move it down to table level. Regarding having
one property for both SERIAL and LOCAL_SERIAL, I am fine with that since it is
at table level and can be changed easily.
In case of DC failure, if someone is degrading to LOCAL_SERIAL, they can also
change this value I guess.
