We *could* append a + on any dependency where we want the convenience of
updating minor revisions without build.xml changes
([reference|http://ant.apache.org/ivy/history/latest-milestone/ivyfile/dependency.html]).
[~iheanyi] - what build issues are you seeing from this?
I think being as explicit as possible with external libraries is the Right
Thing. We have to update the binary file anyway so updating build.xml to
explicitly reflect the new dep is a trivial change to do along with that.
Automatically accepting new versions of external dependencies is just asking
for trouble down the road.
