I think there's no reason no to make it possible to load DatabaseDescriptor 
without exiting or erroring, while providing some accessor to indicate if it 
was valid; obviously CassandraDaemon needs to retain the current behaviour, but 
that's not a major obstacle. I don't think there's any mention of any other 
sysexit calls, so that shouldn't be a problem.
