To capture the opposite problem (cs search on ci column) , should 
cayenne.runtime.likeclause.ci have 3 states:
- SAFE (we add UPPER and BINARY if the adapter allows it)
- CI (we add BINARY if the adapter allows it)
- CS (we add UPPER)
