This is a small improvement in Cayenne modularity. Things like DbMerger and
friends, DbLoader/DbGenerator, deprecated DataPort, and their helpers from
'util' should be moved to cayenne-tools and away from the core runtime. While
there are many runtime users of those, it seems like a distinct enough area of
Cayenne to warrant such a split (sort of like we split "cayenne-project" in 3.1)
Consequences/ideas:
* say, should we remove Ant tasks from tools and into cayenne-ant?
* looks like we need to organize the Javadocs by module
