[CELEBORN-2504] Bump Spark from 3.5.8 to 3.5.9
### What changes were proposed in this pull request?
Bump Spark from 3.5.8 to 3.5.9 for the `spark-3.5` profile.
### Why are the changes needed?
Spark 3.5.9 has been announced to release, see the [release
notes](https://spark.apache.org/news/spark-3-5-9-released.html).
The profile `spark-3.5` could bump Spark from 3.5.8 to 3.5.9.
