with the moving of "version" and "version_range" (CELIX-323) the resolver test
can no longer find "version_private.h".
the header file is now situated in "/utils/private/include/" which is not an
included path for the framework tests
attached is a file that fixes this problem, by making the path optionally
included if the tests are enabled
