[I] [Bug] Different plan generated by planner and ORCA [cloudberry]

   In my local environment, for both randomly table, Motion is added by ORCA, 
but not by planner.

   ### What you think should happen instead
   
   Is it better to add Motion if data distribution is uneven for original table?
