I tested the behaviour of this API regarding passing time as part of the date parameter, I set the global variable usage.stats.job.aggregation.range to 60 and was able to query records with 1-hour increments. There doesn't seem to be an issue here. If you didn't change the global variable, you wouldn't have that kind of granularity.
