   When creating an instance and your first guest ip range has been exhausted, 
deployment fails. This happens when the additional guest IP ranges have been 
created using the new UI. This problem does not exist when creating the IP 
ranges using the legacy UI.
   
   The problem is that the pod id is missing in the API call in the new UI as 
per the comment from @weizhouapache in #5013
