   @rhtyd Without changing timeout value I was able to upload a template in 
~30mins
   Started around 1:33pm with 75kbps throttling

   Removed throttling at 2pm

   Template got successfully uploaded at 2:02pm

   Probably the timeout affects when no data is received in a span of 5min but 
certainly not affecting total upload time/response.
