Enabling Dynamically Scalable disables HA Enabled enabling HA Enabled
disables Dynamically Scalable.
Scenario 2:
Dynamically Scalable = true and HA Enabled = false, set HA Enabled to true
and Scale VM add or subtract vCPU HA Enabled= true and Dynamically Scalable
will not change to false.
In Vmware vCenter CPU Hot Plug stays enabled and is not honoring Dynamically
Scalable state
