Thanks for reviewing @weizhouapache , so, where the initial requirement actually came from the use-case wherein, we have a persistent network created, then a new host is added, and a VM is imported into that host outside the scope of ACS i.e., out-of-band. Now based on the initial description, one would assume that the network to which the VM is to be connected to would be available, but it isn't as cloudstack hasn't setup the network on the host. Hence the user would first need to create this network and then attach the VM. WHich was the idea was proposed.
