This issue happens intermittently while creating new kuberentes cluster in
cloudstack.

Kubernetes Cluster creation should transition to Running state from Starting
state
##### ACTUAL RESULTS
Kubernetes Cluster creation gets stuck in "Starting" state indefinitely
