to decrypt the value of configuration
`direct.download.connection.request.timeout` which is not encrypted. I verified
in my local lab and this configuration value's is encrypted, therefore, this
error never occurred. Shouldn't all configurations that are from the `Hidden`
and `Secure` be encrypted?
