Assign a static-nat label to the public-ip address
When a static nat is enabled on a public ip address and its assigned to a vm.
It will be nice to have a static-nat label assigned automatically by cloud
stack similar to the source-nat label
It will be easy for the admin user to identify which public ip address is
static-nat and which source-nat
