   It could be a defect
   
   
   I am not hitting the issue when i perform the following steps
   
   1. Deploy a vm with the default Small Instance offering

   2. Stop the vm 
   
   3. Create a new custom offering with root disk of 25gb

   4. scale the vm to the new custom offering 
   
   Scaling was success the vm's root disk is 25gb
