   @weizhouapache  steps got only two clusters since it is the minimum 
required, my setup has 3 clusters and it can happen if at least one cluster is 
disabled if it is the only cluster of the same type. The issue continues to 
appear if the "system.vm.default.hypervisor" value is KVM and the KVM cluster 
is either disabled or all KVM hosts are in alert/disconnected. If this value is 
changed to a cluster type that is known to be working this can be considered a 
workaround but not a permanent fix right? One would assume that cloudstack 
could create the virtual router in any available cluster.
