I think as a first step once you've read basic CloudStack [dev training](https://github.com/shapeblue/hackerbook/blob/main/2-dev.md), you'll need to figure out code in the KVM hypervisor plugin which perhaps currently doesn't allow unmanaged VMs to run on KVM host (i.e. VMs not managed by CloudStack I think aren't allowed to run on KVM hosts currently - I could be wrong).
