This is an issue of Host-HA which is not supported on vmware. Vmware can be configured to restart VM that are running on a crashed or dissconnected host on the cluster level. Cloudstack can not reach the host so it can not decide if the VMs are crashed and to preserve disk integrity cannot restart the VMs on another host. see doc PR https://github.com/apache/cloudstack-documentation/pull/324 for some expllanitory remarks on the subject in the docs. -- This is an automated message from the Apache Git Service.
