It is strange that primary router works but backup does not. there is no difference on the management server for them. (The primary/backup role is determined by the keepalived running inside VRs.) can you try the steps below - restart the cloudstack-agent on the kvm host where backup router is supposed to be running on - the backup router should be running on stopped. if so, destroy it - restart network without cleanup. the primary router will not be touched.
