vGPU allocation can be use under Xen hypervisor, but do nothing on VMware
hypervisor.
Configure the appropriate calculation scheme with gpu characteristics and
create vm.
On xen, vm correctly added the gpu device, and on vmware, gpu is not
assigned.
Because vCenter can support the allocation of gpu, cloudstack should also
be able to support it.
