   Object Storage has been introduced since 4.19, however there are no limit or 
boundary setting for the user/project to create number of bucket in any size. 
User may overwhelm the backend storage when we don't have such control, such 
that it makes object storage unusable in multi-tenanted environment.
    
   I'd like to propose a enhancement on this area
   
   1. Global Settings for default entitled object storage usage limit base on 
no. of buckets x provisioned bucket size
   2. Global Settings for max no. of bucket they can create
   4. Individuals settings overrides the global one, similar to 
primary/secondary storage
   5. Project settings overrides the global one as well.
