After revising and revisiting all the comments, it's fair to say there's no
objection to the doc PR and to have both JRE11 and JRE17 available for the next
4.20 release while keeping JDK11 for a while, but eventually transition to
JDK17 with 4.20/4.21. Removing support for EL7 in 4.20 can be done, and we
should transition our CI/CD/blueorangutan to default to EL8 for smoketests
(removing pkging support for EL7 starting 4.20 onwards).
