A snapshot option is missing in the UI
##### STEPS TO REPRODUCE
- Log in to cs manager
- Go to a VM from the "Compute" -> "Instances" menu
- Select "Take Instance volume Snapshot"
- Observe window is missing "Quiesce Instance"
- Now go to the volume of that VM via the "Volumes" tab
- Select "Take Snapshot"
- Observe window now contains "Quiesce Instance"
##### EXPECTED RESULTS
The option "Quiesce Instance" to be present in the "Take Instance volume
Snapshot" window
##### ACTUAL RESULTS
The option "Quiesce Instance" is not present in the "Take Instance volume
Snapshot" window
