   Environment
        •       Tested with: Apache CloudStack > 4.18
        •       Hypervisor: KVM
        •       Network Type: VPC Tiers
   
   Issue Description
   
   When a Load Balancer Rule is created and then deleted — either directly or 
by disassociating the underlying Public IP within a VPC tier — CloudStack 
correctly logs the events in the event table. You’ll see the corresponding 
LB.CREATE and LB.DELETE entries as expected.
   
   However, the next day, when the Cloud Usage service processes events and 
populates the cloud_usage.usage_load_balancer_policy table, the delete 
operation is never reflected. The delete_date field remains NULL, which causes 
Cloud Usage to keep generating usage records indefinitely for a resource that 
no longer exists.
   
   This leads to inaccurate billing and reporting.
