   Here is what I found. In the example below there were many entries in table 
`vm_template` with a timestamp on the `removed` field but is `state` was still 
as `Active`.

   I manually set the `state` to `Inactive` and CloudStack allowed me to 
delete/remove the Secondary Storage.
