[I] Don't Upload Cert [cloudstack]

   ### problem
   
   The long description of your problemThere is no Upload SSL Certificate 
option on Cloudstack 4.20.0.
   I want to use domain URL instead of public IP but currently I am unable to 
upload the certificate because there is no Upload SSL Certificate option on 
Cloudstack GUI.
