I found where exactly is the change causing this issue: https://github.com/apache/cloudstack/blob/5bf869c803463c28a5223b28b18d698551d356b2/server/src/main/java/com/cloud/storage/VolumeApiServiceImpl.java#L1288 which is also introduced in 4.20 by PR #8935.
