Yesterday (May 15th) I upgraded CloudStack, and apparently the issue is no longer occurring. I also manually removed an old record from January 13th that had an end_date = NULL. I am attaching a CSV filtered for a 3-day period for the same resource ID, where it is possible to clearly see the repeated usage entries. From what I observed, the Usage Server was continuously reprocessing historical entries starting from January 13th and reinserting duplicate usage_type=13 records into cloud_usage. I will also review the usage logs and check for SQL constraint exceptions as suggested, especially around duplicated events or out-of-order event processing.
