Review Comment:
   The metrics parser intentionally omits managed buckets that are absent or 
unparseable, but `BucketApiServiceImpl.getBucketUsage()` only updates and sums 
entries when `size != null`. Returning this partial map therefore leaves stale 
bucket sizes and under-reports object-store usage instead of applying the 
documented zero value. Populate every managed bucket with zero before returning 
(or treat missing samples as a scrape failure so the S3 fallback runs).

   `metricsUrl` is documented as accepting a Prometheus server, but the 
implementation appends `/metrics` and parses the response as SeaweedFS exporter 
text. A Prometheus server's `/metrics` endpoint exposes Prometheus's own 
metrics, not the scraped `seaweed_s3_bucket_size_bytes` series, so this 
configuration produces an empty/partial map and suppresses the S3 fallback. 
Query the Prometheus HTTP API instead, or restrict the contract to a SeaweedFS 
exporter endpoint.
