Fixes #13687 A site-to-site VPN connection on a VPC with no running VM never changes state. It stays at Connecting or Disconnected even when the tunnel is up, and after the last VM is gone it keeps its old value. The background router check only looked at routers that have an isolated network in use, and a VPC router only gets one when a VM starts in a tier. This makes the VPN state check go through the routers of every VPC instead, so the state is updated for as long as the router exists. -- This is an automated message from the Apache Git Service.
