This pull request introduced a critical logical error: it skipped conntrack when there were no egress rules or when all egress rules allowed traffic to 0.0.0.0/0, without considering whether ingress rules were present. This has caused at least two issues so far: #14099 and #14432. We need to review this pull request carefully to check for any other potential issues.
