Removing the `plugins/hypervisors/hyperv/DotNet/ServerResource/**` exclusion
breaks the root RAT license check run by `.github/workflows/rat.yml`. Files
such as `AgentShell/App.config` remain without license headers or matching
exclusions, and RAT still scans subprojects with zero unapproved licenses
allowed even when their Maven modules are disabled. Retain this exclusion until
those files are removed or their license headers are fixed.
