The idea is that system admins should also be able to enable/disable some restrictions, for safety. The reason for this PR is because I have seen a case where normal IOPS was configured (by mistake) higher than Maximum IOPS. System admins should have control and be able to execute any action; however, humans are always error-prone :slightly_smiling_face:
