I just finished a few tests on a XenServer cluster with this PR on the management node (4.13.1.0-SNAPSHOT). When running with 4.13.0.0, I had issues deleting the backed up snapshot on XenServer (same issues as @andrijapanicsb reported). After upgrading with this fix I XenServer snapshot was deleted on primary and secondary storage (NFS). I can also confirm that XenServer snapshot deletion is working fine on primary storage when `snapshot.backup.to.secondary` is set to false.
