Perhaps.
The old and new site use completely different designs, so it is not easy to
integrate the two.
The old site used cron jobs to generate static pages.
These are fast to load.
The new site uses Javascript to generate pages from data files generated by
different cron jobs.
These are somewhat slower to load, at least on first visit.
Also the old URLs need to be maintained, as has for example been done with
https://projects.apache.org/indexes/alpha.html
https://projects.apache.org/indexes/quick.html
Some of the 404s you mention could be fixed, e.g. languages.
However there is currently no support in the new site for some of the original
pages, e.g. listings by standards
AFAICT it would be a lot of work to merge the two fully.
Who is going to do the work?
It should be easy enough to provide temporary fixes for the broken URLs.
Patches welcome, or just fix them in SVN.
